Ok, for a competitive view on this Item... It could prove useful for many Hail stallers, such as Walrein, and all the other annoying **** that stallers use. It would give Hail a boost in it though, make it more dangerous since you got a speeding mass of Ice coming at you. Sort of.

Anyways, I think the idea is a good one, so for that reason...
