so this is basically only increasing BP and lower ACC of some mons as the castform is rejected

This is my vision for Fog:
     

    Effect:
        Lowers Accuracy of all Pokémon battling.
        Doubles the power of Weather Ball, but Castform stays in its normal form.
        Honey cannot be used to attract wild Pokémon in tall grass or in caves.
        Causes Moonlight, Synthesis, and Morning Sun to recover Ľ of max HP.
    Field effects: Thick fog blankets everything. Obstacles and Trainers are difficult to see. Can be cleared with Defog.
    Clearing move: Defog
    Activating move: Fog
    Activating Ability: Fog Generator
    Routes/areas where it is encountered naturally: (just a few appropriate areas)

This is gen 4 effect btw.

As a note, and an edit. The specific accuracy reduction is 10%
