Not too useful overall, but it will certainly help defensive Ninetales a lot.

Positive, a nice defensive item as the only current defensive item is Leftovers (also a hail variant of this would be awesome)

it doesn't seem OP (though it will help sun teams a lot (venusaur :O)) so I guess there is no reason to not vote positive
